 EU – Guidelines to Manufacturers for the notification of errors in the provisional data on CO2 emissions from passenger cars and light commercial vehicles

 

Has been published the new guidelines to manufacturers for the notification of errors in the provisional data on CO2 emissions from passenger cars and light commercial vehicles aiming to provide guidance to that manufacturers that wish to notify errors in the provisional CO2 emissions monitoring data for calendar 2021 to the Commission.

This document uses as its basis the text already used in the previous year's version and introduces the changes using yellow highlighted text.

The following are some of the most relevant points introduced in this new version of the document.

Regarding the procedure for the notification of errors it is introduced that for manufacturers of multi-stage N1 vehicles reporting data in accordance with point 1.2.2 of Annex III to Regulation 2019/631, this data should be added in the relevant columns of the dataset and be communicated to the Commission and the EEA as part of the error notification.

Also, in the case of pools, the error notifications should be submitted separately for each individual manufacturer that is part of the pool, into that manufacturer’s folder on Reportnet 3.

For the correction of errors in the provisional monitoring data, the list of items to be prioritised for verification of the completeness and accuracy of entries in the data set that are directly relevant for the calculation of specific emissions targets and average specific emissions is amended:

  • WLTP CO2 emissions (Ewltp);
  • Mass in running order (M);
  • WLTP test mass (Mt);
  • Eco-innovations savings (Erwltp) and codes (IT): verify that both entries are completed for each record where this is relevant, and that only the codes and savings of Eco innovations approved under WLTP are included;
  • NEDC CO2 emissions (Enedc): verify that emissions are reported only for cars qualifying for super-credits in accordance with Article 5 of Regulation (EU) 2019/631.

Following on from the correction of errors, new items are introduced to the document regarding issues relating the scope of R(EU) 2029/631 including vehicle category and reference mass, date of first registration, end-of-series vehicles and special purpose vehicles.

Finally, a new item on multistage N1 vehicles regarding the additional data to be reported as part of the error notification is introduced. If an N1 vehicle is type-approved in multiple stages (‘multi-stage van’, ‘MSV’), the base vehicle manufacturer, i.e. the manufacturer of the incomplete or complete base vehicle, will be responsible for the CO2 emissions of the completed vehicle (see Point 2 of Part B of Annex III to Regulation (EU) 2019/631).
