 EU – Amendment to the R(EU) 2017/1151 with respect to emissions from light passenger and commercial vehicles - New version of the draft included in EU initiative

 

Has been published a new EU Initiative containing the draft proposal for new EU Regulation aiming to amend the Commission Regulation (EU) 2017/1151as regards the emission type approval procedures for light passenger and commercial vehicles.

The amendments proposed are focused on the following points:

  • Provisions on access to vehicle on-board diagnostics (OBD) information and vehicle repair and maintenance information;
  • Real Driving Emission (RDE) methodology;
  • Monitoring the consumption of fuel and/or electric energy;
  • Alternative Emission Strategy (AES) activation;
  • In-service conformity (ISC);
  • UNECE Regulation No.154.This initiative will be in feedback period until 20 June 2022.


This proposal aligns R(EU) 2017/1151 with R(EU) 2018/858 and UNECE Regulation No.154. The introductory part of article 2 on definitions and definition of vehicle type with regard to emissions are amended as follows:

For the purposes of this Regulation, the definitions in Regulation (EU) 2018/858 of the European Parliament and the Council shall apply.

Vehicle type with regard to emissions’ means a group of vehicles which:

  1. Do not differ with respect to the criteria constituting an "interpolation family" as specified in paragraph 6.3.2 of UN Regulation No 154;
  2. Fall in a single "CO2 interpolation range" within the meaning of paragraph 2.3.2 of Annex B6 to UN Regulation No. 154 or paragraph 4.5.1. of Annex B8 to UN Regulation 154;
  3. Exhaust gas recirculation (with or without, internal/external, cooled/non-cooled, low/high/combined pressure).

 

In article 2 on definitions amendments are also made to the following definitions: EC type-approval of a vehicle with regard to emissions, type of pollution control device, mono fuel gas vehicle, bi-fuel vehicle, properly maintained and used, malfunction, driving cycle, third party and deteriorated replacement pollution control device.


This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union. It shall apply from 1 September 2023.
