Proposal for a new Regulation
The European Commission has published the initiative on Artificial Intelligence containing the proposal for a new Regulation laying down harmonised rules on Artificial Intelligence (Artificial Intelligence Act) and amending certain union legislative acts.
This initiative will ensure that AI is safe, lawful and in line with EU fundamental rights. The overall goal is to stimulate the uptake of trustworthy AI in the EU economy. The future Regulation will lay down:
- Harmonised rules for the placing on the market, the putting into service and the use of artificial intelligence systems (‘AI systems’) in the Union;
- Prohibitions of certain artificial intelligence practices;
- Specific requirements for high-risk AI systems and obligations for operators of such systems;
- Harmonised transparency rules for AI systems intended to interact with natural persons, emotion recognition
- Systems and biometric categorisation systems, and AI systems used to generate or manipulate image, audio or video content;
- Rules on market monitoring and surveillance.
The future Regulation will apply to high-risk AI systems that are safety components of products or systems, or which are themselves products or systems, falling within the scope of the Regulation (EU) 2018/858.
